ZIMM Global Signs Landmark MoU with Sindh Government to Manage Darul Atfal Hyderabad

In a historic milestone for child welfare in Pakistan, ZIMM Global-NPO has formally signed a Memorandum of Understanding with the Sindh Government Hyderabad to take over management of Darul Atfal under a Public-Private Partnership for five years.

Hyderabad, Sindh โ€” In a significant step toward strengthening child welfare services in Pakistan, ZIMM Global-NPO and Sindh Government Hyderabad have formally entered into a Memorandum of Understanding (MoU) to hand over the management of Darul Atfal, Hyderabad under a Public-Private Partnership (PPP) model for a period of five years.

The MoU was signed by Zainul Abideen Memon, Deputy Commissioner Hyderabad, representing the Government of Sindh, and Musarrat Shah, Chairperson of ZIMM Global-NPO, in a formal signing ceremony attended by senior government officials and ZIMM leadership.

Full Management Responsibility

Under this agreement, ZIMM Global-NPO will assume full responsibility for the Management, Operation, and Maintenance (MOM) of the facility. The partnership aims to enhance the quality of care, improve operational efficiency, and ensure a nurturing environment for children residing at the institution.

This marks the first time in Sindh that a registered civil society organization has been entrusted with the full administrative and operational management of a government children's welfare home under a structured Public-Private Partnership framework.

What ZIMM Will Implement

  • Structured educational programs aligned with the national curriculum
  • Regular health checkups, vaccination drives, and nutritional support
  • Psychosocial counseling and recreational activities
  • Vocational readiness programs for older residents
  • Infrastructure renovation and maintenance
  • Transparent monthly reporting to the Deputy Commissioner's office

A Replicable Blueprint

Chairperson Musarrat Shah stated: "This is not just an administrative handover โ€” it is a covenant with the children of Hyderabad. Every child at Darul Atfal deserves dignity, education, healthcare, and a future. ZIMM Global is honored by this trust from the Government of Sindh."

ZIMM Global intends this five-year PPP model to serve as a replicable blueprint for civil society management of government welfare facilities across Pakistan.
